"An Act relating to motor vehicle registration and registration fees;         
to fees for drivers' licenses and permits; and providing for an                
effective date."                                                               
                                                                               
and recommends it be replaced with:                                            
                                                                               
CS FOR HOUSE BILL NO. 328(STA)                                                
"An Act relating to motor vehicle registration and registration fees,         
and to the optional municipal motor vehicle registration tax; to               
fees for drivers' licenses and permits; to fees related to inspection          
and control of motor vehicle emissions; and providing for an
